Carlisle police couldn’t trust their eyes when they arrived at the scene of a call in Carlisle, Pennsylvania.
A bloated puppy shivered from the cold inside a commercial-grade dumpster. He had patches of hair gone and was sick from eating garbage while locked in the dumpster.
